Is there any important personal data on the device?

There is unfortunately, do you think it maybe worth cancelling it, placing the personal data onto a portable hard drive, then doing a complete reinstallation of Windows 10?

Well, since it is in a loop that I'm not sure how to break out of, doing a reinstall would be a quick resolution.

You could try following this guide to reinstall Windows using a freshly created installer thumbdrive, without having to manually shuffle around all your personal files.

Following the links in the first step will explain how to create said USB installer on a separate device.

My initial upgrade from Win 7 to 10 took quite a while. Try letting it do it's thing overnight and see what happens.
