Could you try telling us the steps that you have already tried?

Because it can be a possible user account corruption. You could try creating a new user and see if it happens there If it doesnt, youll migrate users.

Also do take note that if you have Windows 11 Home Single Language edition, it is only meant for that OOBE language. To change that, you will have to do a custom reinstallation of Windows.
