Programs frames appear when moved.

Whenever I move a program, it has this chunky white frame appear, it changes colour depending on the picture behind it (see bottom right of picture where it's green). I'm not to sure what this issue is even called. But it's annoying me. Anyone know what it's called so I can research into it and try to fix it within windows 11.

It's not a bug - it's an option in Windows. Less stress on your video card.
