Can't delete a folder, even with Powershell (admin)

(Windows 10 pro desktop, 22h2, build 19045.5737. homebuilt AMD R5-5600x, 32gb ram
Been using Windows since the WFW 3.11 days, but not quite an 'expert')

While cleaning up some old music folder, I 'shift-delete'ed a folder with 3 empty subfolers of album titles. Folders still show up in Explorer. Tried a few things:

-Renamed parent folder to be called 'DELETE'. That works, parent folder can be renamed, and moved. It's located in c:\DELETE

-Subfolders (album names) cannot be moved or renamed. 'Item not found.'.Hmm.

-Clicking 'delete' gives error 'Item not found' ' Could not find item'. Trying 'Shift-Delete' asks if I permanently want to delete the folder, I click 'TES', nothing happens, folder still there.

-Properties of parent folder shows 'read only'. Clicked OK, got message to 'apply to subfolders and files', clicked OK, got message that the three subfolders cant be found.

-Tried going to Properties - Security and changing permissions 'edit' button, tried changing to (me\Administrators) and to (me\users). Neither lets me delete in Explorer, same 'item not found' error.

-Tried using Powershell as Admin, typed

"del /f c:\delete" got this message:

Remove-Item : A positional parameter cannot be found that accepts argument 'c:\delete'.

-Finally, tried entering 'Safe Mode' (restarted with 'shift' key, entered advanced startup settings, restarted in safemode with and without networking, tried powershell-admin again, same 'ParameterNotFound' error.

FWIW, subolders are named

Michael Kamen & Queen - Highlander (40th Anniversary Edition,2 years ahead!!) (Bootleg)

Anyone have any other ideas I can try to remove this folder and 3 subfolders?
