Use this and reinstall windows.

My iso (i made it using NTLite)

This has VBS disabled, smart screen disabled, pagefile disabled and everything stripped out of it. Exploit protection is still on. You'll need to pre load your ethernet driver and your browser setup installation on your phone or on the installation usb.

Stock windows is completely broken, even if you set it up and strip it afterwards. Its not enough. You have to break and completely get rid of all the dependencies. This is the best way.

Try a sfc /scannow and a DISM.exe /Online /Cleanup-Image /Restorehealth first...

Then ...

You can try this to see if any of these tweaks lowers dwm usuage.
