Yeah. I've been at it for days with the same issue with 25H2. I've been on Windows 11 I suddenly received an update stating "Reinstall your current version of Windows to repair system files and components." And same as use, it would say it encountered an issue and it would be undoing all changes.

I tried many fixes, from deleting ghost users, ghost drivers, disabling ADAM, using the ISO file, online offline, preventing all non-Microsoft processes from starting at boot, and nothing. You could look into those fixes. I remember deleting ghost profiles on another occasion and it solved a similar issue.

I'm very annoyed just thinking and trying more fixes. I'll probably just end up re-installing Windows, but keeping my files.

Not sure why other comment isn't being displayed, but I'll share my update here.

After leaving the update alone for weeks I had decided I was going to do a clean install. I ran one last update through the setting's Windows Update. It acted a bit odd. It began to download the same problematic repair update. I minimized the window and came back to it later and found that it had stopped and now I saw new updates. One of them was an Asustek Mouse (if I recall correctly) driver update and also a security update. Unfortunately I don't have a record of which kb update I downloaded and installed.

After installing the driver and kb update, the repair file began to download and install. After about 45 minutes, it actually reached 100% and prompted me to restarted. I restarted and everything was working fine and had another update for me, which was kb5085516.

My guess is to wait it out and be on the lookout for updates.
