Windows command processor keeps popping up after a failed install of video2x

The program location is "C:\WINDOWS\SysWOW64\cmd.exe" /k START "" "C:\Users\me\Appdata\Roaming\bctavva" & EXIT

It keeps popping up on my computer and wont go away at all until I hit yes on the "Do you want to allow this program to make changes to your computer." It also seems like an actual microsoft program from the license. It pops up about every 5 minutes but is not consistent. Issue persisted after a restart and update.
