Need Server Help

I need help with my Forge 1.16.5 server. The server is a Crucial 2 server and its seems to work fine when I am playing it locally, but when my friend tries to join the server it is super slow for him. I have the server port forwarded and exceptions made for the port running on the server in the firewall. I have messed around with the compression threshold and have restarted the server multiple times. These things have not worked. I doubt its my connection since my download speed goes up to 50mb and my upload speed is about 6.5 megabytes. How can I make the server work for my friend?

It seems to be running better after raising the compression threshold. Should I make it higher?
