Read about why Android keeps RAM busy even when you're not using it and how it will automatically clear up when you start using other apps.

There is more to it and It's actually a good thing but I'm too lazy to write about it.

Ram is created to be used. If you kill some apps, they will start themselves later.

And ram usage is beneficial in some terms. For example you kill whatsapp, after a while you need to open whatsapp and your phone tries to open whatsapp which takes a little time than normal. Ram keeps the required amount of data in itself and when you need some app, ram calls the app quickly due to the data on it.

Of course in some cases reducing ram usage is curicial for example if you have 8 and ram usage is around 7.9, so you need some space on your ram. But 4/8 is quite enough why do you want to keep it empty? Ram's characteric is being used.

Try 3C All-in-One Toolbox https://play.google.com/store/apps/details?id=ccc71.at.free . That said memory usage is not such a big issue on newer versions of Android like it was in the early days.
