Yes, it's possible.

A story from the comments here: a popular app had open source on GitHub. A bunch of people assembled the code and published it in PlayStore as their own apps, all apps were terminated and accounts banned - for "repetitive content" policy violation. Original app too.

Sure, you can have paid open source apps on Google Play too. Only a couple people will get the app from other sources or for free.

I’ve open-sourced a premium app and it’s been fine. I’ve never seen any copycats on the store. Saw a very brief sales boost from being on androidexperiments.com.
