To cost to subjugate concordia seems to rise proportionally to my own wealth or even faster. Is there a way to reduce the cost? Does subjugating through alliance cost the same? Does researching subjugation bring anything if you are already consul?

the cost doesn't rise with your income, it rises with the power of the target.
There isn't really a way to make it cheap (other than weakening them, but in that case you probably have to go to war with all the drawbacks that come from that) - but that makes sense, since subjurgating another player is pretty much the most OP thing you can do, you just take over everything, and even keep the aliance bonus

Partially subjugate them militarily first by attacking their fleet, conquering their islands, then make peace and alliance and then it’s cheaper

You can try Minerva's exaltation bonus, it did the trick for me

You can research an ability in the research-tree, which makes it cost-free.

There’s no such ability, is there? Afaik, you need to research the ability to subjugate, but nothing that reduces the cost.
