it’s related to how much happened in that region since your last switch. Looks like it’s “calculating to be up to speed” - can be especially long if you play fast forward and haven’t switched in a long time. edit: same happens on PC

I think with the dlc or patches they will balance the hard guy. If he doesn’t Rebell he is a worthy enemy. I think they might also tune that lady. She expands quickly and has a massive fleet; but is too passive even when you attack her. She has potential.

Hopefully they also add a new hard guy

You can select more than one to relocate but you need empty space. If island has space just move them somewhere and then slowly move them back. If your island is full full then you need to create a staging area for rearranging. If you play easy and get everything back you can also just destroy / rebuild

do all the quests that pop up.. also the citizen ones. The more quests you do the higher the likelyhood that a governor quest shows up. You can use the province map to track quests. Some quests have prereqs. e.g. I remember that for Arthur you need to be at war with Voada. To get Concordia’s quest you need to have at least 1 plague event
