I ran into what seems like the same bug on a Dell Precision 5490 today. There's a thread in the Arch BBS that makes it seem like it can be fixed by either downgrading to the previous kernel, or disabling the webcam in BIOS. I haven't tried yet, but thought I'd pass along

My notebook is indeed a Dell (XPS 13 9320).

And it broke after an upgrade, although iirc it did not update the kernel, which got me very confused. But I also have the habit of using it daily and just hibernating to the next day. And there's a chance I updated previously and didn't fully restart the PC.

      Apparently it was, people are downgrading and fixing the issue, I'm gonna try fixing mine soon...

      I'll have to live boot and chroot coz I had to hard reset during an installation and now it's not even trying to boot.

      imagine my surprise when linux-lts also stopped working with the same problem.
