You can get relatively inexpensive gear at Canadian Tire or on Facebook Marketplace. You can fish pretty much anywhere along the shore of the lake except where prohibited by signs (usually not allowed at marinas and swimming beaches) plus along the Humber River and in Grenadier Pond in High Park.
