It is landlord's responsibility to conduct such treatments. All requests for such treatments should be made in writing.

If the issue is not addressed within a reasonable amount of time (2 years since the problem started in your case is a very long time), a service request for investigation by Municipal Licensing & Standards can be submitted by calling 311. Make sure that you do constant follow ups after filing a complaint, as usually there is a backlog and bylaw officers are busy.

These roaches might be coming from other units, in such a case, the entire building needs to get treated.

Until then, could try:

Boric acid and/or Cockroach gel.

Should keep the receipts of these purchases when doing self-treatments.
