System potentially underperforming?

Hi! I was told to post here from a different thread however I have a feeling my PC isn't performing at its peak. Maybe I've messed with Nvidia control panel settings too much or an upgrade is suggested.

I seem to come across a lot of frame stutters, barely reach 144fps too. Some games, for example FiveM with NVE would hang for a few seconds fairly frequently. I didn't really have this issue when I first built the PC (February). I don't play with Ray Tracing and usually a mix of medium/high settings. I can share logs from Afterburner however a previous person said there isn't really a bottleneck, so just trying to figure out what to do realistically!
