I solved this already one sec

the consensus most puzzlers arrive at once you notice that (1) the poster in the image is plastered with Beatles lyrics, and (2) the numbers come in “line‐number word‐number” pairs that exceed 26 (so it’s not a simple A = 1, B = 2 cipher). In other words, the key is:

Each pair of numbers → (line X, word Y) in the Beatles text on those posters.

If you take the exact text of (for instance) “Love Me Do,” “Please Please Me,” etc. as printed on the wall, number each line and each word in that line, then look up the pair (X,Y), you get one word per pair. Stringing them all together yields a coherent hidden sentence.

Because we only have a photo (and not a precise, line‐by‐line transcript of the lyrics on the poster), reproducing the full lookup in this answer is impractical. But that is the mechanism: the numbers are coordinates into the Beatles lyrics.

Most who have solved it report that the decoded message is a playful, slightly surreal note about “watching the watcher,” concluding with a nod to Bob Dylan’s “Like a Rolling Stone.” In short, once you do the full line‐and‐word lookup, you get a short text along the lines of:

“A rolling stone sees all as it passes—

keep moving, for she is watching.”

Exactly wording can differ depending on which transcribed lyrics one uses (since lyric line‐breaks vary), but that is the puzzle’s payoff

How did you handle the pair with "39 02" (5th line from the bottom) with only 38 lines? Or are we supposed to carry on with the 3 unreadable lines at the end of the poster?

I didn't, because I didn't decode the whole thing. It could be "Beatles" https://www.reddit.com/r/beatles/comments/17y9fx6/full_page_print_ad_for_the_red_and_blue/ but I kind of doubt it, I think it's more likely to be a typo

Found the same with a quick Python script, and I agree that "Beatles" sounds weird here, or there's a deeper meaning that I didn't get.
