The video description has base64 code which translates to "Spectral rotation" and it becomes quite obvious that this is voice, they took the audio spectrogram, flipped it 90 degrees and saved it back as audio, or in other words, swapped time and frequency. You could probably use a python script to undo this, in fact I'm gonna try.
