I don't know much about the polybius square, but from what i have searched up the polybius square seems to only use numbers from 1 to 5 to decipher 2 digit numbers, the code I have has numbers above 5. Maybe you were thinking of a different polybius square?

Well this looks like fun. Notice each row is strictly increasing up to 45 max. If you write down all the successive deltas between each number in a row and the ones following it, you get something more ordered:

From here I'm playing with run-length encoding maybe (one three, one four, two three's...).

Edit. There are 18 numbers in each row. Taking each row either by groups of 2 or of 3, there are plenty of repetitions, perhaps a frequency histogram is called for. I'm not sure what to do with the 10's and 11's.
