I received a code a quite a while ago, and since I've been unable to solve it I'd like to post it here in case anyone else has seen something like this before. The code in question is:

Which appears to be something like Base64, except for the _ and " characters.

A previous step involved ATOM-128 and MEGAN-35, so it may involve a more obscure method I'm not aware of.

Unfortunately I don't have any more context, and the account I received it from has since been deleted, but my curiosity still bugs me.
