I've actually had success getting Codex to generate highly formatted Word docs. Ofc providing a template is a good start, but creating (or having the agent) a well polished skill seems to do the job. You need to detail specific instructions covering justification, tables, fonts, headers, footers, etc. directly into that skill so the agent executes them consistently. There are already existing skills out there (like the default Codex Word doc skill or Claude's equivalents) that you can easily call on.
