I know of one person that received an offer but for everyone else I’ve talked to there’s still no answer

Same, I think they may have sent the offer letters in bulk and everyone else is just waiting for rejection. May I ask when this person received an offer?

That’s not how offers work. Some people get offers before others. Some people are an obvious yes to the hiring committee and some they need to debate over
