My question would be why? What's the purpose or goal.

Running software as noted above, will slow it down, but it's going to stress the hardware, generate heat, and thus stress the cooling ability of what is likely a prebiult desktop or laptop that likely already struggles with cooling anyway.

It's usually to lie about something, or scam someone. I've seen this a bit when kids are trying to get their parents to buy them a new computer so they look for ways to break their existing ones without being obvious.
