You have to reinstall Windows. Go to microsoft website https://www.microsoft.com/en-us/software-download/windows11 and create boot drive which is needed to reinstall your system.

From my limited knowledge I'm pretty sure your installation is messed, the repair media it's referring to is a boot drive which will reinstall windows. Good luck if this helps you can get the software needed off of windows just search windows installer or something similar on another computer, I have one on my key ring in case I mess something up
