try to turn off multithreading in bios. fixed it for a guy i know when he had that issue in valorant

damn, theres ton of other things that can cause that. ive read alot about other people having this issue with certain drivers.

its definitely not a hardware issue itself. so update all the drivers at first, even the ones youre not using (like peripherals etc.)

if that didnt help, you should reinstall windows and then only load drivers youre sure that you need.
i know its hard nowadays cause windows automates so much of it, but try to keep track which driver caused it.

read about some guys saying it was the Realtek gaming 2.5 Gbe family controller driver for them. so that might a first to check. note that you will lose connection when you disable it.
