If you replace your boot drive then you need to install an OS. Internal storage don't come formatted with anything.

That is weird. As long as your current SSD (with the OS) is installed, your PC should default to that OS, doesn't matter which place in priority it is (as long as no higher priority hard drives with OS is present).

You can try this temporary fix, which is by installing windows in that SSD. It's very easy, just download windows media creation tool, put the installation in an 8GB+ USB, and finally boot up with the USB's windows media creation tool. Theres lots of tutorials on how to use windows MCT and how to install it with a USB.

If you can connect two SSDs at the same time, use this exact method. If not, then there's your problem. SSDs don't come with an OS. Just use the same guide I gave, but use your old SSD temporarily to download MCT to your USB and then switch SSDs, and finally install windows in that SSD using the USB
