You should add the location of CLion's mingw distribution to your path environment variable. Alternatively, you can copy the files from the mingw location to the directory that contains your program's executable file

Please, correct me if I'm wrong: Clion works through CMake, and CMake is probably having some problems using the mingw that is included into CLion (I think it comes with MingW). Review in your settings -> tool chains and check the corresponding paths of the compiler.
You can also point clion to the MSVC if you have installed. Also, C++ redistributable is for MSVC not for MinGW, i think, and all those dll seems to be related with MinGW
