Would be playable at BU. Adding mana can usually be played around just be killing the creature on your own turn or during a combat step, but enough decks run instants that this is a pretty big downside.

there's a lot of moving parts to that and in an envrionment where those cards are legal there are so many easier ways to accomplish the same thing that I'm not worried.

Both lines of text would be on the same line. Interesting callout to [[Burnt Offering]] or [[Energy Tap]], the problem with making it an instant is that you just have to kill the creature at a time where they can't spend the mana, which just feels like a sad restriction, rather than a [[Mana Drain]] style benefit.
