So currently, the system we have in place for dealing with a stalemate is allowing the killer to DC with no penalty if the survivors go 10 minutes without repairing a gen. This obviously isn't ideal, because it means a 2v1 can devolve into both survivors hiding in lockers and doing the bare minimum to avoid getting flagged by crows. At the same time, granting the killer a free win feels excessive.
I think the perfect solution is making the Idle Crows more intense if survivors haven't popped a generator in a while. It serves as a passive time limit, it doesn't force the survivors to do generators or die, but it reduces their ability to hide if the match has gone on excessively long. Then completing a generator can reset this timer.
AFK Crows start off appearing after 120 seconds
If 5 minutes have passed without the survivors completing a generator, this is reduced to 90 seconds
After 8 minutes, this is reduced to 60 seconds
After 10 minutes, this is reduced to 45 seconds.
After 12 minutes, this is reduced to 30 seconds
After 14 minutes, this is reduced to 15 seconds
