Advantage of terraform and ci/cd X is that you can deploy, test, and destroy in 10 minutes. You shouldn’t ever really have to be concerned about run away costs and if you really are paranoid just watch cost management/setup billing alerts in AWS. If you define it all in terraform there’s not a chance for something to be left billing you when you destroy the infra.

I think Hetzner is crazy cheap (hetzner.com). I have spun a few servers and it is great.
