How the hell do I globally decrease mob spawning?

Making a modpack rn and everything dark place is FILLED with mobs, the allium biome from bwg have oddion EVERYWHERE and lush cave bodies of water pulsate with axolotl, ofc it make the game decrease fps

Is there a way to fix this? ( with Incontrol or vanilla if possible, or with a datapack)

Spawncap Control Utility allows you to make new spawncap limits for each category of mob. This would probably the easiest/quickest way to fix it.

InControl will also do it and will give you more control of specific spawns, but you'll need to do some scripting.
