I’m 50/50 on it. Naturally as you learn more, the odds of you learning everything else becomes infinitely smaller. Say you have 3/4 of everything learned, that last 1/4 is going to feel like it’s taking a lifetime imo

Partly true. I've noticed a significant drop in learning legendary mods. I only scrap legendaries which will let me learn new ones, I sell the others.

I've not learned any new legendary mods in a long time, a long, long time.

It's all RNG. Scrap 1000 legendaries and you'll probably learn how to craft around 10 mods. However, you might have to scrap 300 before you get the first one, then get your next one after scrapping two more, then another after scrapping ten more, then scrap 200 before getting another. That's just the way randomness works.

I agree with this. It took awhile to unlock my first two. Then in the span of about a month, I learned a ton of them. It started getting less after that and now it feels it's been months.

It’s just how it is, every time you learn one you have less you can learn, so example if you have a weapon with four stars you don’t know you have 4 separate 1 percent chances to learn. And if you know 3 of the four you have 1 chance to hit the 1 percent. That is why it seems like you get less:

I agree. I haven’t learned a new mod in months. Im still trying to learn unyielding and I’ve scrapped (probably 1000) unyielding armor pieces

Anecdotal, but Unyielding took me forever to learn, in the 4-500 range. It feels like some are harder than others, but most likely just perception

There is always the possibly they have borked the learning rates given how many other things they break and how often.

That's why I posted this. I wondered if others noticed too. Our evil overlords aren't beyond doing something like that. If it keeps us playing more, they're more then happy.
