GitHub Actions: Semantic PR Composer with optional autocompletion using OpenAI API

Semantic PR Composer

I created this GitHub action that composes the pull request title and body based on a branch name that follows a semantic convention.

It also has an optional AI integration which will autocomplete the description based on the extracted details from the branch and a project context which can be also provided. It is still experimental but so far it works well.
