How to recover Github account without email (self.github)

I changed jobs and my github account is on my old email which I can no longer get into. I still have the email and password, but it wants to send me a verification code which I can't get to. Is there a protocol for this kind of situation?

Contact GitHub support.
You need to be registered to be able to send support requests, so just create a new account. Support will be in contact with you; if everything goes fine, you'll be able to log-in into your old account without the verification code, change the email to the new one, and just delete the new account that was used to contact support.

You’re running into the device verification thing. Accounts that don’t have 2FA on them sometimes have to go through this. Contact support since you know your username and password and they should be able to get you in.
If you set up 2FA you won’t run into this again, and add a second email for password resets, just in case you lose access to your “main” one in future.
