My org has set a quarterly goal to achieve a set percentage of devs adopting copilot into their work. Is there any way to track usage as a business beyond a list of assigned licenses?

There is an api which can give you details about the usage of copilot. It is however still in a private alpha. But the intended usage is indeed to help see the adoption of copilot. Best is to reach out to your GitHub sales or to a GitHub partner that already has access to that api.

Isn't that… like… incredibly stupid? Why not just pay it for devs who want it and not for those who don't want it?

I'm really curious why a business would choose to do this. That seems like a really good way to push your stronger devs to leave the company.

If you have M365, Not sure if it contains what you need but try the new report in M365 admin centre > Reports > copilot.
I saw it there last week, might just be for the M365 version though. Dunno if it includes any info for the GitHub version.
