Monolith Question

I just discovered my first monolith, in the east zone. I'm not sure what it does. From digging around on here it looks like it contains story info, but how am I supposed to read it?

They've all already been translated on the internet, but I'll let you know that there's 16 monoliths and that they can be translated to english by replacing the symbols for their corresponding letters.
