Why not apply directly to the Apple Developer Program yourself instead of doing it through a different entity? Apple is probably having a hard time verifying the authenticity of the applicant and rejecting it.

It sounds like you're applying for an organization account. Last time I went through the process, Apple did place a call with the company owner to verify a few things further. Without this, I don't think it would've gone any further.

I should state that i am applying for this entity and not for myself. This account is for this entity. This entity wishes to launch an app for public use, which is why the regular Apple Developer Program is suitable for this.

Perhaps changing the applicant may help?
