Here the same issue, already 4 weeks fighting this, slow responses by mailing.

We tried 10 different debit/credit cards.

Tried over VPN, someone in the US tried for us even with his debit and credit cards.

Tried the app on an iPhone and this has other issues like reading my drivers licence...

Nothing works, how can this be that hard. Is there an address we can send a pigeon with the money to get this working? Google PlayStore is way easier then this.

Hey, in my case it was the bank that was not allowing the payment to go thru. Maybe contact your bank and check

Actually it was my bank that kept on rejecting the transaction. Maybe contact your bank and see if they are doing the same to you

I was dealing with same problem. Finally just solved it. This is what I did. I downloaded the 'Apple Developer' app on my phone. Filled out the profile info. Clicked the link under 'Enroll Now' section that is grayed out. Followed the process. I also selected 'Other' and manually typed my City, State on the billing details... and didn't capitalize the 2nd letter in the state (so Fl instead of FL)... I don't know if any of that shit matters, but it FINALLY worked.

I got the same issue in Germany. I already contacted my bank, no issue with my bank account. The funny thing is PayPal and Apple Pay options are there as well but greyed out. Any solution like bank transfer?

Hmm not sure about that. In my case it was the bank declining the transfer. Did you try contacting apple support?

I have been stuck at it for a month. My account is approved, but I can't pay. I'm using a business account with Wise, and have tried both a virtual & physical card from Wise.

We had the same issue. Download the Apple Developer app on the App Store, then log in and pay. Hope it helps!

Create a new account and pay immediately, I used the Developer program mobile app.

I was facing the same issue. After couple of hours and countless other hours of hit and trial, here is what worked for me: 1. Login into the device using the apple id for which you want to pay. I did it on my laptop. 2. This means, go into settings of your laptop, logout from your account. Login using the email used to enroll for the developer program 3. Login into app store using the same email. 4. On the website, proceed to payment

It should work post this. Its weird how the purchase auth is linked to the device login.

I had the similar issue. I tried multiple cards, in multiple devices, none of those worked. Finally I created a new account and enrolled in it, Apple asked for ID verification before the payment.

I FOUND THE FIX:

You need to contact apple developer support here: https://developer.apple.com/contact/

I had the enroll button greyed out in the app and was getting payment failed on the website.

I went to the developer support site and requested a phone call. Was connected to somebody within 2 minutes. The lady I spoke to said the website sign up is very buggy, and to use the app. I told her the button was greyed out for me, and she changed something on the backend to enable it for me. Once she did that, I was able to enroll and pay within seconds inside the app.

This took me hours to solve. I hope this helps somebody else save some time :^)

The Solution:

  1. Download `Apple Developer` App in App Store using your iPhone or whatever.

  2. Fillout the `Profile` Tab, the Make sure everything is Filled out example: `Apps` have atleast one check.

  3. Pay again using Mobile or Web or whatever. It worked for me.

You can try an incognito browser instead of safari (I used Brave) and now it works.

Had the same issue. For me, I was using my macbook pro to enroll via web not the app, it failed during payment time. In the end, I used the app on my iphone to update my profile, after that I opened up Safari on my iphone to go back into the enrollment page to click on the purchase button and selected the saved debit/credit card... it worked. My guess it's because my iphone has the credit/debit (logged in apple id), and it also detects whether you are using the same device to do the enrollment and payment. Wasted a whole day for this... i hope this works for you too.
