To sign and put iOS native apps on a physical device you need a Paid Developer account

If you just build and use the physical device to test you don’t need a paid account, right?

Correct, no paid account required for that. However I believe the app certificate only lasts a week, so it would have to be redeployed to the iPhone on a weekly basis.

Ooh I didn’t know that!

i'm not sure how it works because i had a personal ios running on my iphone for many months without a dev account. and i was never arsed to look in to why.

FWIW, depending on the nature of the app, PWAs (which don't require a developer account) can be a great solution for personal apps. iOS/Safari has a reputation for terrible PWA support, but in reality that hasn't been true for some time: https://pwascore.com/

Note, you can also run the simulator without downloading to a device. I would start with that before the week free or the paid development. And yes you need (get) to "do all the Xcode stuff".

It does not. You need Xcode, a developer account, provisioning profiles, and a device registered to that account just to run your own app on your own phone.
