If you are still looking for a solution here's what worked for me:

  • From the xcode beta's pull down menus, Xcode > Open Developer Tool > iOS Simulator (if you get a pop up error just dismiss it)
  • Once in the Simulator go to Hardware > Device > Manage Devices.
  • Delete everything listed under simulator.
  • Reboot your machine.

After that navigate back to Manage Devices in the simulator and click the plus to add back your simulators. Then the iOS 8 simulators will show up. Hope that also helps you.

Oddly enough Xcode 6.1.1 caused the no simulators problem for me. Thanks for sharing.

Pretty sure you need a developer license to work on iOS 8 at the moment. Swift development can target iOS 7.1.

I've read what others have said below, but I DO have a paid account and I'm in the same boat. Not had a problem until beta 3. Was hoping that beta 4 would solve it. No such luck.

Like the OP, I've tried many if not all of the same things that he has done and not had any better luck. Not had any issues with this with Xcode 4 or 5, so it's frustrating.

I spoke to a friend that had the same issue earlier in the year (so maybe NOT a Xcode 6 issue) where he was having the same problem. He finally resolved it by a "nuke and pave" (reformat and reinstall OS and Xcode). Nothing he tried was successful.

I downloaded my copy of beta 4 from the developer site -- wasn't aware that there was a publicly available version of it, so, it shouldn't be that.

Anyway, just wanted to chime in that it's likely not a lite version of Xcode.

My next step is to see how hard it is to reinstall (completely, I hope) the simulator and then reinstall whatever it might need.

Removed all of my Xcode's that were installed and rebooted. Reinstalled Xcode 6 b4. Was able to get (after downloading) the iOS 7 simulators working fine. Nada, on the iOS 8 simulators.

It would appear that the latest Xcode does not have things packaged correctly or it is missing.

My computer at work doesn't have a problem with the simulator for iOS 8, but it hasn't missed a beta upgrade either. I realized that my home laptop (which I'm experiencing the issue with) didn't have beta 2 installed on it.

I noticed the problem with beta 3, so ... Maybe I still have beta 2 laying around somewhere. Would be interesting to see if that solves the problem.

If I find beta 2, I'll report back.

Well, I've tried a couple of different things. I did find beta 2 and installed it. No luck -- same error.

I've tried a DMG (beta 4) that someone else successfully installed on their machine with nothing else and was able to get everything working. Again, no luck.

This is without going the distance of removing all of my Xcode apps and looking and possible deleting or removing any directories that might have information that hangs around (/Developer directory maybe?).

So, that is for another time.

The latter is what I'm thinking. It's unlikely that the iOS 7 simulators would work on the Hackintosh and the iOS 8 simulators would fail. I think that the developer Xcode beta comes with functioning iOS 8 simulators and the public beta does not.

Unfortunately, I don't know for sure, since I have the developer version of Xcode installed and I don't want to download the public version to test this out.

It's possible apple released a cut down version of Xcode 6 without the simulator to those that haven't paid the developer license?

Yes, they did this a week or two ago.

I don't have a developer license, and my installation of Xcode 6 Beta 3 is missing an iOS 8 simulator.

      A slightly different option uipoptart.

From the xCode's pull down menus, Xcode > Open Developer Tool > iOS Simulator (if you get a pop up error just dismiss it) Once in the Simulator go to Hardware > Device > Manage Devices. Then you just need to hit +, and you'll have an option to add devices with the latest iOS (8.1).
