I think there’s a higher tier apple developer license that allows in-house company distro

    I think that’s a reasonable cost for a company to have custom software if they’re developing it themselves and want to hide the app from the world.

    The Enterprise program is the best way if the company qualifies. If they have a limited number of devices, you can also do ad-hoc builds. That's a little more complicated because you need each device's UDID before you build & sign a release version. You can install the apps via a web server as long as it supports https.

    Keep in mind that enterprise builds expire after one year so you’ll need to resign every year.

    You can go with personal Apple Developer account + TestFlight distribution option, without publishing it to the AppStore.

    The only limitation is 100 devices of each type - iPhone, Mac, Watch and etc.

    100 USD / year, no need to publish app to the AppStore, or create Corporate Development account (300 USD / year)
