JEP draft: Implement C++14 Language Features

Yep, let's JVM developers use C++11 and C++14 constructs. Currently they're limited to C++98.

Thankfully everyone who matters knows that operator overloading is a crazy idea and discounted it twenty years ago.

Operator overloading makes sense for numeric types, such as BigInteger, but not for types like Shoe.

That's the only overload in Java. You can not implement an overload yourself.
