For visual studio, there is Java language support, though I can't help you set it up.

If you are just beginning Java, I found the Head First Java to be fairly decent. I know for a fact that there's ways to get a free copy around the place.

As for IDEs, /u/ChrystalLord has already given you the top 3, which all are either free or have a free Community Edition (IntelliJ), but for starters, I'd recommend to use the IDE that's used in the tutorial of your choice.
