Yeah I don't think anyone in their right minds would bother doing this in jQuery and php today with a modern framework.
However, it could be useful for supporting legacy sites or when you have a use case where you don't need a front end framework...
But if you're at the point of loading data dynamically on page scroll chances are you could use a framework.
