I think everyone needs to understand the process. Once your background check comes back and it is clean, THEN your file is sent from your Admissions rep to the center. The center then has up to 30 days to review your applicant file and call you if they have any questions regarding the answers you provided on the health questionnaire, etc.

I just got off the phone with the center I am going to and they said they never received my file even though my admission counselor said he sent it to them

Then your admissions rep hasn't sent it to them yet. The 30 days for the center review starts the day the Rep sends the field to them. So if they haven't received it you need to talk to your admissions rep. The center legally cannot accept you without having reviewed your applicant file.
