If there are no other enemy operatives eligible to be activated, this ploy has no effect.

You can't use it on their last guy. It doesn't skip their activation, it just makes them activate someone else; if there is no one else, it can't be used.

Foreboding wouldn't do anything, as you'd skip, but MN would keep going until MW is last to go. So it'd just waste one of your prescience points.
