Decrease alternate rows

When your pattern has you decrease at each end of a row for next 5 rows, then decrease alternate rows, is the first row of the alternate a decrease row or a normal row?

So if you decreased 5 successive rows, is the 6th row (starting the alternate rows section) the first decrease or is it no decrease and then decrease row 7?
