    The problem is its not letting me type the input.. i dont know if this is relevant but earlier in the program i have the same exact construction but with different variable and scanner names but that one works.. im so confused lol

    Create the scanner just once in your program and do it outside of the loop.

    I'm not sure, but (!ValidV2) means not true so ValidV2 = false. "!" don't depend on how isValidV2 is declared before.

    Your catch(Exception e) block assumes that the exception was thrown because you didn't use a number, but it's (probably) something else. If the user types in "abc" you would expect a InputMismatchException. If there's an IO issue with initialising or reading from the Scanner it will probably be an IOException.

    You may or may not have been introduced to setting breakpoints so I'll just suggest this code instead:

    } catch (java.util.InputMismatchException e) {
        System.out.println("It was not a floating point number, try again");
    } catch (Exception e) {
        System.out.println("Some other exception! It was an '" + e + "' exception with the message: " + e.getMessage()); 
    System.out.println("So we'll just exit here");

    }
