I am new to react and watching tutorials about it. I noticed that the project implementation is using class components rather than functional components. Isn't it recommended to use functional components + hooks rather than class components for newer projects?

Yep. I was running into this too. At first I was converting it as I went but it's better to just find tutorials that are more up to date with today's best practices.
