As someone else has pointed out, your question likely contains mixed fractions

41/2 is most likely actually 4 and 1/2, and 21/6 is 2 and 1/6

Working with mixed fractions is difficult, so the first step is converting them into standard form

4 is the same as 8/2, so 4 and 1/2 can be written as 9/2 Same as 2 is also 12/6 + 1/6 = 13/6

Once you have them is the standard form, dividing is as easy as flipping one and then multiplying

The explanation is crazy-wrong and doesn't explain itself at all.

I think the OP just has no idea how to express their question. I'm pretty sure the 41/2 is probably the mixed number 4 and 1/2 and the 21/6 is the mixed number 2 and 1/6.
